• Lord Mach states that his Clan has only renounced their Arch and not the body. Thus a Dissident Renegade, and not a Political Renegade.
• Arch Reesha brings up the matter of unprovoked attacks focused on fledglings and requests a council pursuit for the individual to be declared an Enemy of State (EOS).

• Diabolical Oberon presented himself at the start of the GCSC to formally announce "It is the Diabolic ruling that from now until There is a formal Peace accord among the parties The GCSC is formally suspended" and that "all parties to this War are suspended from all offices that they hold in the Realm." There was some brief discussion and then Arch Lazar formally declared he has ended the state of war against the Carolinians. Diabolic Oberon also stated that the GCSC could still meet just unofficially while it was GCSC was suspended.
• In addition, in answer to Grand Master Scribe Katerina's inquiry, Diabolic Oberon assured her that things are back to normal. The next council meetings, CoH/GCSC etc., will occur at their regularly scheduled times.

• Lady Autumn gave the update from the PVPC.
• Arch Parthenia Announced that Lady Aleena Storn is now Queen of her new Clan Eclipsed
• Arch Zoe announced a new Clan in HOB as well Divinity of Eternal Blood Led by Lord Morfius and Lady Halceyon
• Arch Reesha proposed a motion "that it be unlawful to outcast a fledgling without due cause and that the outcasting of a fledgling be approved by a Diabolic"
  • There was a brief discussion about this and it was decided that the discussion would continue again at the next GCSC.

• Lady Katerina Kirax , representing the Progeny Vampire Punishment Committee presents findings to the Council for them to be voted upon.
• Regent Domino Franizzi motions for a vote to hold a special session of the GCSC for the PVPC discussions on 05/14/2016 at noon.
• Lady Katerina proposes that Parthenia Church-Horngold (partheniachurch remain as Chair for the special session. Also that the new chair for the next gcsc meeting be voted upon on that said date..
• It is agreed by the council to take their time with the well presented findings by Lady Katerina and her committee, to give it the proper attention it deserves before bringing it to a vote at a meeting to be held for this specific purpose on 05/14/16. The new chair for the GCSC meeting that follows will also be voted on this date.

• Diabolic Tasha announced that there is now a working web registration kiosk in the PV Library. And states if you are not already registered you may now do so, The test kiosk will be there a while. Most likely till the final version is complete. She further states that at the moment only the most basic feature is on it and that in the future player tools will be added. After Our Source is done completing the final product he will them move on to the Mentor Tree and Resire devices.
• Lady Chair Parth opened up the discussion on the PVPC's Report and Lady Katerina stated she has a revised version of the report addressing concerns brought before the committee,but wishes to answer concerns on the original report first.
  • Arch Lazar asked a couple questions and Lady Katerina answered them. Then Arch Lazar proposed that we move this to the forums where every clan owner will be allowed a chance to debate this over a period of 30 days and then vote in 30 days. There is some debate on if that should be the case and Arch Lazar asked a few more questions about the standing of the Punishment Committee and then relinquished the floor.
  • Lady Katerina passed out the revised copy of the PVPC's submission.
  • Arch Antonia states she feels its imperative that the entire community gets to maturely review and discuss the content of the Proposal that the PVPC worked so hard on. She also thanked the Committee for its hard work. And further more suggests that the committee has done their job and should be able to voice their say in these discussions as well. She suggests maybe a "steering subcommittee" to aid the GCSC and that the current PVPC be thanked and brought to a close. A couple others agree with that statement.
  • Lady Katerina states that Arch Antonia has some valid points. However there maybe future laws or changes to existing Laws that would require processing into the Tier system. And suggests the Committee go into a "Recess" rather than disband once the plan is final.
  • Arch Lazar states after thinking he feels that the Arch Conclave should not be bound by Tier Systems Lumping of laws and suggests that the Arch Conclave be allowed to decide what punishments to hand out.
  • Discussion was held about what the Committee was indeed for and then Arch Lazar motioned to send this whole thing to the website forums for 30 days to discuss. It was seconded by Regent Dragoness. He further moves to call the motion once Arch Antonia speaks which was seconded by Regent Coors.
  • Arch Antonia states she agrees with Arch Lazar's motion but wished to augment it with her own which is..." I propose a motion that we set a fixed period of 1 month for this document to be in its "discussion and amendment" period. I propose that it be published in its current form on the forum at this date, and for the next three weeks it be open for comment and public discussion. At the end of that three week period it should be redrawn by the PVPC and republished (by the monday following) this allowing a closed finalized doccument to be viewable for vote for the five days before the reconvening of this body - at which point it SHALL be voted upon. All amendments made should, rather than being changes to the body of the text, be added at the end as official Amendments."
  • Arch Lazar accepts the amendment to his motion and calls the question.
  • Discussion was had on the time it will be on the forum for discussion and when it will be brought to vote. Also discussed was how exactly it should be set up on the website.
  • Arch Lazars Motion with Arch Antonias Amendment was finally brought ot vote and was passed with 9 Ayes.

• Diabolic Tasha briefly mentioned the Secondary Progeny Logo Contest and stated she will be sending a reminder out in a few days.
• Discussion began with the introduction section of the PVPC Document. Lady Katerina Clarified her wording, Arch Lazar brought up the issue of what happens when there is a war. Discussion was had about how few actually took the time to view and comment about this important document.
• Discussion was then started on the next section "The Tier System". Arch Lazar asked why we cant take more time so more can see the document and also expressed his issues with the way this is worded.
• Lady Katerina motions to put the document back on the website for 2 more weeks and then hold a special meeting. Which was seconded by Regent Coors. Arch Lazar asks to amend that to be at the meeting in 4 weeks not a special meeting. Lord Chair Domino said we need to vote on the motion as is.
• The motion was shot down 6 Nays 1 Aye .
• Lady Katerina rephrased her motion to put it on for 2 weeks then revise it and put it back on again till the next GCSC. Arch Lazar Seconded the reworded motion. The motion was passed will unanimous ayes.
• Lady Katerina asked that this be made public on the forums, Diabolic Tasha asked what the GCSC's wishes are on that Public or No. It was decided again unanimously that it would be set to public.

• Diabolic Oberon : Notify Council that any attacks on Progeny sim on any system is automatic system Ban.
• New house within the Carolina Bloodline, House Daedre with its Princeps Bryan Oken Carolina.
• PVPC Document was Voted to be put to the website for a vote.
• Renegade Clans and how many exist a report will be created on how Many Clans and Houses exist.
• Discussion of our Punishment vs LL TOS and subjects within the system who break TOS.

• Таѕна Ѕтая Нєᴌᴄаяаxё (tashaelove): Announced the Vote results for the three polls concerning the punishment system. All the votes passed quorum.
• Arch Parthenia Church-Horngold (parthenogenesis) announced that her daughter Eva McBlaze Darkangel, has now formed her own clan, Ialomita Slobazia.
• Arch Lazar announced and congratulated the three new clans that have been formed and have worked hard and earned their chairs at the council. Second,The Blackburns happy to announce the return of SANGRE MAGNUMUS run by Elder Babu. Him and his family are now under the Blackburn Flag once again.
• Aηեσηiα ԑւᶑrլեcի (tonijaconi) suggested to propose, as an item of New Business, a motion that in the event of there being no Old Business we remove said business from the Agenda least it be erroneously called an Agenda when in fact it is an Addendum. She referred to the words of previous meetings to call upon the council for an update on the suggested idea that a sub-committee should be formed to produce something to occur in the event of a blank agenda.

• Diabolic Oberon Announced a 3rd Infernal to him, κλȘȘίε βєℓℓєʍσrṫ (RnielZen) who will be helping with his Spanish community relations.
• Diabolic Nestis brought to the floor the plans of a more integrated part for Spanish within Progeny. **She also discussed The Marshals office and correcting past wrongs and she wished the council to see her as is a Person of Integrity and honor at that things will be fixed. She announced to all of Progeny to have patience that Rome was not built in a day that this would take time. She encourages any strong Players of any nation to apply.
• Diabolic Nestis Announces Lord Amir Magnifico as her first infernal
• Lady Kat announced that Arch Domino has decided to follow suit to Arch Lazar and focus on his new role. He is retiring from his position as Grand Master of the scribes guild, but will continue to still actively serve as advisor. The new Grand Master of the scribes guild is ℳιđσгι Нєᴌᴄаяаxё ߣɑςκвµяи.
• Lady Kat announced that Lord VĪȶȶօ ʟǟʋɜƈςɦĪǟ has been promoted to Master Linguist. He will be in charge of all of our scribes who are doing translations.
• Lady Kat announced the results of the vote for the third and final portion of the Progeny Punishment System. It was a vote of 10 Ayes, to 11 Nays. As this Part has failed the remainder of the system has passed, the Punishment portion will be sent back to the Punishment Committee to be rewritten.
• Diabolic Tasha announced also that that the Diabolic's are reforming all of there offices that partake in the judicial system hopefully expanding them. The Source is still fervently working on the Re-Sire chairs adding some new features also there will be updates to the website.

• Diabolic Nestis announced that the Marshals office is making progress and provided a list of the current Marshals they are as follows : DulceSophia Resident, KahinaSpina Resident, chustaco Resident, Celticqueen Dragovar, missy.wardark, dominicascarletti, DJAsTrORMX Resident, xjackson7x Resident, lynettebaby, Aereus Coba, and Raguel Somerset.
• She also announced until procedures are in place the Marshals office will not be accepting any more Marshals. She also stated that ALL bloodlines will be incorporated into the Marshals office if they choose to participate.
• Diabolic Nestis also reached out to everyone to keep, sending her the submissions she requested for her project she is working on and that she has received so far everything from stories to comics to songs. She thanks all who are sending stuff in. She further noted that that her over all missions are moving smoothly with Spanish translations and accessibility.
• Lady Primmy announced that she has been appointed Co-Sovereign of Sanguinis Umbras Sacratos Clan
• Lady Fides announced Lord Shorty to be the new Proxy of Clan Lycia
• Lord Dylan announced a new house in Clan Daeva de Rosarum Spinosa, House Rosa Umbra.
• Lady Katerina and Lady Autumn stood to address questions and concerns stemming from the Section Three of the Punishment System, as it has yet to pass. And after researching the discussions the PVPC has come to the conclusion that whats holding it back is the idea of Forced RP so that is what they are here to discuss today.
  • There was a lengthy discussion on this matter.
    • Lady Dragoness has stated she changes her opinion on the RP Punishment System after reading the scroll passed to the community but still feels some things should be left to family level.
    • Lady Antonia stated she had 3 issues to address. The first was with how the first paragraph was worded both eloquently and forcefully. She asked why since the laws have taken several years to work through and have been voted on without any being pushed through without due process, why should we abandon this mature deliberation just because the sub committee feels exasperated that the initial draft was rejected.
    • Lady Katerina explained that the point was that we can continue presenting different variations till it passes. But that one day it will pass and there will be punishments.
    • Lady Antonia's second item to address is "The system of Marshals/Advocates/Inquisitors and the judgment of the Arch Conclave is our response to your law-breaking RP. The Punishment System is but a tool for the Arch Conclave to use when they have found a person guilty and need to impose a punishment. It is not RP, forced or otherwise in and of itself. We ask you to consider that when next this comes to a vote. There is no reason to continue to stall its ratification using FORCED RP as an excuse.". and she questions why if those breaking the laws do not actively take part in these voting processes is it implied that " to not maturely proceed only when the majority of these law abiding Sovereigns agree is to be taken as siding with those who break GCSC law?". Lady Katerina replied stating that since repeatedly asking the community for input as to why the reject this portion and getting no replies we are left to focus on the issue of forced RP.
    • Lady Antonia's third point was that she thanks the PVPC for continuing their work and for doing it in a way in which they do not overstep the remit placed on them.
• Lady Parthenia asked what the PVPC means when it speaks of forced RP.She also asked could there be an alternative punishment for those to embarrassed to do the public RP. Lady Katerina explained that some object to submitting to anyone but their own Arch for their punishments so they consider it forced RP.
• Lady Antonia proposed a motion "that the remit of the PCPV be expanded to have them include an Amendment allowing for such a route to be accepted as an alternative in so far as it is agreed upon by the GCSC and the Conclave and given status as a "valid" means of justice.

• Arch Lazar Declared The Blackburn Bloodline in which all its clans and houses below to be Renegade.
• Lady Kat Brought to the floor The Punishment System and its wish to be fully ratified and approved by the GCSC. It was passed.
