• Diabolic Nestis addressed the community about the OOC Name calling and threats in the public chats. And how its unnecessary and does not help the community move forward. She states how many great ideas have been presented to advance the system and how we have all worked hard to get where we are today.
• Lady Krysteen thanked Our Source for bringing back Ravens Claw under Arch LLedge.
• Lady Eva announced that Lord Cameron Drew Noctem has been named Proxy of Clan Ialomita Slobozia.
• Diabolic Oberon addressed the Council firstly about the Town Hall meeting, pleased that over the day over 160 members showed up. He states that we will hold the meetings once monthly at least. He also reassures the Council this does not usurp nor replace what we have here. He also agrees with Diabolic Nestis previous announcement. And finally encourages all with ideas to drop a NC to the Diabolics.
• Arch Reesha was asked if she would chair for the April meeting. She says she will try her best to make it, all present agreed to this.
• Lady Dustarius asked the council if the Diabolics and Infernals could make time to visit families in the community to better relations within the community. Diabolic Nestis states she loves the idea and that shes does her best to interact all she can. Diabolic Nestis also stated all Diabolics have mailbox's outside of their offices in Hell.

• Kassie Bellemort announced the addition of the Tenebrae house, Blood Moon of Cain and Bracula house to Lasombra Clan, we are very proud to have them with us. I we expect that our Spanish community will grow with this addition.
• Katerina Franizzi announced that Primmy H. Blackburn Moretti has been promoted to co-Grand Master of the Scribes Guild. Further, it is announced that the formation of the Spanish Branch of the Scribes Guild has been created with Kassie Bellemort as their Grand Master Scribe. Lastly, Ana Immortali Deceit has been promoted from Journeyman to Master Scribe and Luna Savage Franizzi has been promoted from Apprentice to Journeyman Scribe.
• Oberon Eames noted that the Diabolics should not be involved in the GCSC and its inner workings, unless it is an issue regarding a system violation or matter needing the attention of the Diabolics. He will no longer participate in the GCSC unless formally invited.
• Monstrum Carthage expressed his frustration regarding the lengthy debate regarding the status of Renegades within the GCSC and stated that this topic needing to be addressed from the CoH. The topic would resurface again and again and prohibit the discussion of valuable matters for the time allotted. He stated it is a waste of time and others felt it was the goal of the Renegades to create disruptions.
• A discussion came up from the start of the meeting of if Renegades were allowed seats.
  • It was brought up by Diabolic Oberon the ruling on renegades, shows where it became clear the original GCSC rule had been overturned. It was stated by Diabolic Oberon that this can be changed but must go through the voting procedure.
• Lord Neuntoter proposed a vote to exclude Renegade clans from having a place at the GCSC table, from having a vote or a place at the table, despite their adherence to council laws. This was seconded by Kassie Bellemort. Diabolic Nestis requested a note to be made in the records stating she was not involved in said legislation. Further discussion and a lack of quorum dictated that the matter be tabled for a later discussion.

• Lady Lady κλȘȘίε βєℓℓєʍσrṫ made an announcement that Lady Iŗąℓɱą Cų'Sąïŧɧ (IralmaC Resident) had been promoted to a Journeyman scribe.
• Lord Biskreet announced That a special meeting of COH will be held for House Leaders, to debate the role of the CoH as a full legislative branch. He continued to state that somethings would still need to be figured out in a the future.
• Lady Manea Church-Sanguine Ragnarok Spoke on Behalf of her self and others. She read a notecard about some who enter private homes and work places and there opinions of establishing a new system law to prohibit such actions. There was a strong debate and was turned over to the website for more debate and poll.
• Lord Biskreet brought forth a motion Called "proper tag over their head during the meeting." He stated that this motion is to help new and old members who may not be aware of members and clan affiliation and or their status within them and who they speak for, thus providing an easy solution for some who may not be aware of promotions or may not know who is who. Due to not having enough members in chambers to have a proper vote this motion was sent to the website.

• Lady κλȘȘίε βєℓℓєʍσrṫ: made an announcement of a new house creation within Lasombra clan, Paz y Amor Infernal their Princeps is ϯ 亗 Lσlιϰ ϯдьявол D M 亗 ϯ (lolacampanita Resident).
• Lady Parthenia Church-Horngold Made and announcement welcoming Lady Halceyon and Lord Morfius and their clan, Divinity of Eternal Blood, to the Church-Horngold.
• Lady ʃωℰℰʈ ℒღνe Kʀεεt brought Before the council a motion that had been passed by the both English and Spanish CoH concerning Clan leaders and Arches within the chambers of the COH. She continued to say that "Any Arch or Clan Leader taking a seat at the CoH meeting is, in effect, taking from the community the voice of the players by creating a dual vote within the system. We must safeguard the integrity of the of the system vote within the CoH and stop the 'Backroom Good'ol Boy' politics that have haunted this system." She concluded with stating that" Benefits: Putting Arches and Clan Leaders on notice that they must find and have active leadership representation in their Clans and Houses in order to break the line of inactive or dead players maintaining a Clan or House. There was much discussion over this from those in favor over this motion and others who were not. The motion was sent to the website for further views and discussion with a vote of 3-2
• Lady кαт εяεsнкιgαℓ ғяαηιzzι brought a motion before the council due to the difficulty of electing chair because of the rule that the chair must be a Blood Regent or Arch, with few to none who come to chambers to attend meetings. Therefor the motion is to extend to Clan Sovereigns as chair people. This motion was brought to a vote to be sent to the website for further view the votes were 4-1.
• Lady кαт εяεsнкιgαℓ ғяαηιzzι brought a motion on behalf of ZoeAnn Vella the motion is called COVFEFE and is to Improve the efficiency of the councils. More in depth it will require that any motion submitted to the Council that changes any existing CoH, GCSC, or Progeny rules to include the exact text of the rule to be modified and the date that the rule was put into place. If a motion presented to the Council is challenged due to incorrectly representing the current rules, it can be immediately removed from the agenda as incomplete by the chair but can be resubmitted for the next session if the current rules are included. This was sent on to next meeting.

• Lady Kassie Bellemort announces ƝɨckĪz Լɛ ВrĪη βєℓℓєʍσrṫ (INykol Resident) and Şυηđαє Ƥђσєɳιχ ℜσšє ßℓợợđ (Sundae29 Resident) as new apprentices of the Guild of Scribes.
• Lady ZoeAnn Vella-Helcaraxe, as sovereign introduces the newly created Clan Animus Corvi in the blood line Raven's Claw. In turn she announced that they will now be under the Societas Draconistrarum blood line.
• Lady Sweet Love Kreet, as sovereign introduces the newly created Clan Rise of the Raven in the blood line Raven´s Claw
• Lady Alejandra Belmont Rassir announces that as of September 1, 2017 SHADES OF DARKNESS House are not considered members of Clan Rose Noire and that said clan repudiates any action of these so Rose Noire is not responsible for their actions.
• Lord Ipsissimus Neximus announces that the Ordo Templi Umbratilis clan (O.T.U); has renounced its renegade status, returned to the Societas Draconistrarum blood line and are reinstated to the Progeny councils.
• Lord Diabolic Oberon Eames, recalled that the lands of Progeny are currently under a major revision and that along with this are coming other changes. He invited the whole community to know the new entrance of Castle Progeny, "The Tunnels of Paris".
• Lady ZoeAnn Vella-Helcaraxe presented her motion COVFEFE. It points out that the lack of knowledge about history and existing laws in Progeny (CoH, GCSC or system laws) generates extensive discussion at CoH meetings, not on the motion submitted, but on existing laws that could enter in contraction. Lady ZoeAnn indicates that they represent a valuable loss of time for council members including the motion. The COVFEFE motion promotes the previous investigation of the motions presented in order to improve the efficiency of the council.

• Lady Arch Parthenia Church-Horngold (PartheniaChurch Resident) announced the creation of two clans in the Bloodline Church-Horngold, Vader Necropolis Clan under command of Lüçɨɑɳö ςhurςh ɗεɭ Pöɳʈεʋεččɨö (CHANO29 Resident) and Raven's Blood Clan under command of Autumn McAuley (Celticqueen Dragovar).
• Lady Keltiara Thomas announced Lady Jasmine De La Noir as her ambassador and Lord Grangrel Ravencroft as her proxy for the Raven's Blood clan.
• Lady Våşhý Ŧυяץ announced Lady Nell Fury (nellfury) as her co-sovereign, Lady Lady Justine (justynkaaxd) as her ambassador and Lady Skitz Ŧυяץ as her proxy (skittlez88).
• Lord Icaro Creag Cu'Saith (ICCU) on behalf of Lady Iralma Cu'Saith (iralmac) announced Lady Iralma Cu'Saith (iralmac) as the respective Sovereign, Lord Luí Cu'Saith (louisstan) as co-sovereign, Lord Icarus Creag Cu'Saith (ICCU) as ambassador and Lady Shay Mayfair Cu'Saith (ShayraDradelfoth) as proxy.
• -Lady Raschill announced the recent creation of a clan in her Ventrue bloodline called Loyal Soul Imperium under the command of Lord Могҏңєṳs Ϥаѕна Ẁɦitlȯҫɮ (darkextremelittle).
• - Lady Ŝʌɲɗʀʌ Շɦυʀƈɦ ɗ Pơɲƭєvєƈƈɪơ representing Lord Lüçɨɑɳö ςhurςh ɗεɭ Pöɳʈεʋεččɨö (CHANO29 Resident) announced the creation of 7 houses within her clan including the royal house.
• Lady Keltiara Thomas (mikerydquist Resident) on behalf of Lady Autumn McAuley (Celticqueen Dragovar) proposed ratifying that the laws of the system should be integrated to prohibit attacks on private property and workplaces. The president clarified that this proposal was already made last July and sent to the Diabolics conclave for consideration, once it was clarified, the discussion was opened to the council. As a first comment it was emphasized that a part of the proposal should be modified that mentions that attacks at work break the rules of the masquerade and that the bite animation gives rise to the owners of the place not allowing the entrance to vampires to those places. On the other hand it was also mentioned that the proposal was included in the agenda one day before the meeting and that there was no time to discuss it with the leaders of houses of each clan and that it is also a matter of the system where the GCSC does not have control so it should be postponed to the next meeting.
  • It was clarified that since this proposal was included a few months ago, that the time between each meeting of the GCSC is quite extensive and that there were no issues to be discussed, it was possible to include this petition in the agenda, in addition that the GCSC has the right to discuss issues of the system and express the ideas to the Diabolics as requests to be considered to include them in the system.
  • It was also mentioned that evidence should be included in the proposal that would be used for the purposes of complaints for violating this proposal if it were to become law. It was mentioned that for now the modification should be more friendly and would be as follows:
  • "We, the Sovereigns of the GCSC, request that the Diabolics establish as a law of the system an edict that prohibits attacks on private homes and workplaces of vampires."
  • It was clarified that later improvements could be made and include what could be possible evidence in the event that the Diabolics will apply this law as system law. The proposal was scheduled for the next meeting to discuss the modifications.

• Lady Murbella Raven, Proxy of the Clan Ordo Templi Umbratilis, announced the creation of the House The Black Rose, her Princeps is Lady Dawn Isabella Gianni.
• The first issue of the day was the proposal of Lady Autum, scheduled from the previous meeting to continue its discussion, was removed from the floor at the request of the same.
• The second issue of the day was the motion of Lady Nell Fury for the enactment of a simplified set of rules of order. On behalf of Lady Nell, Lady Vashy Fury explained that the motion is not a rule change nor a law in itself, it is just an organized and simplified support of existing rules.
  • In the absence of the site and the lack of quorum, the council proposed and decided by vote to bring the proposal to a vote external platform.
• The third issue of the day was the motion of Responsibility of the President of the Council to its members, proposed by several members of the CoH as a whole. It was pointed out that this motion was aimed at those who are to predict the CoH meetings, so that there is an official order rule that prevents said president from making changes in the traditional protocol with which such boards are executed.
