• Arch Nestis welcomes Lady Resa as Societas Draconistrarium's new Proxy.
• Laws needed to be rewritten were successfully motioned to be sent down to the COH.
• Law 19 was discussed with mixed opinions. Some found that the law needed more rewording, others found it difficult to police and thus challenged the council to define abuse of power.
• Law 18 tied in votes and was motioned to be sent back for a revote. Law 19, 3 and 4 were also sent back to be voted upon.

• Master Scribe Midori read off the results on the last 4 votes.
• Lord Domino notes a tie vote on Law 4 - Interference in the Sovereignty of other houses or clans.
• Lord Domino brought forth a law believed to have been lost in clerical error.
  • This is a Bill Presented by Rade Plasma Re: Attendance Rules at Progeny Events
    • "Only those with the gift given by Lachiel; who adheres to the laws and rules set forth by the council of clans shall be present in officially sanctioned Progeny events. Furthermore those who have been slain by any means, have neglected to feed and went into coma, as well as those who have been placed in hibernation shall not be permitted to attend functions or meetings as well."
      • "Simply put, it will keep in tradition to what with Lachiel has posted before((about the slain, coma and hibernated is the rule he stated)), make sure outcasts and rogues are not permitted, and keep it a strictly vampire affair, which is what it should be in the first place."
    • He noted that it is the scribes intention to add it to a future agenda.
• Arch Darlington thanked the community for their well wishes and support. And also announced her new Blood Regent King Coors of Mors Torta.
• Next discussed was the proposed rewrite to-
  • Law 8 Slaying of a fledgling
    • No Fledgling may be attacked or slain unless said Fledgling first attacks or bites another vampire
• Next the council discussed the "lost law".
  • It was motioned for a rewrite and ayes have the vote 10 to 1.
• Motion was made to move the discussion on Law Four's tied vote to our next meeting. It was seconded and voted on and will be on the next GCSC's Old Business.

• Law 8 was voted to be retained.
• Attendance rules were discussed amongst the council with some arguing the writing should not even be considered since the author is no longer in Progeny. Other argue that the rules should be considered still since the writing has merit.
• Law 7 was discussed at a small length of time with the majority of council members agreeing that this writing has no place as a law. Law 7 was voted to be sent to voting.
• Lord Lachiel announced that he is currently working on three projects, personal Clan Blood banks, Updating the Diabolic HUD and the new species HUDs.

• Attendance Rules at Progeny Events was voted to be rewritten.
• Progeny will be joining the fight against Cancer with a Relay For Life team. The group open to new members and will be hosting many events in the upcoming weeks.
• Law 17 regarding Magic Huds continued from COH's discussion last week.
• Resolution 4 - Due Process was motioned to be sent to the website to be voted upon.

• Jazz Barrowstone announced a new house within her clan. The house is named Saecula Nocte and the House Leader is Unalee paneer
• Discussion began on Resolution 4.
  • Resolution 4 - Due Process
    • We the Vampires of Progeny have the right of due process. In all prosecutions brought forth we have the right of a speedy and public trial or other form of mediation in accordance with the Grave Designs standards, with impartial Judges and the right of Counsel of choice.
    • Lord Lazar asked if the Diabolics could be requested as judges when some feel the Arches are being impartial. Diabolic Oberon said that they cannot.
      • A motion was made to carry resolution over to the web for a vote and seconded. It was passed with 9 Ayes.
• Passed back from the Council of Houses, Law 17 was brought forth for discussion.
  • Law 17 - USE OF MAGIC TOOLS (HUDS) - It is unlawful for the use of any outside use of Magic Tools as it offers unfair advantage. Bite on Bite is not only your offense but also you defense.
    • From the Last COH - " - Law 17 USE OF MAGIC TOOLS was debated at length. Many of the council felt that this issue is too big for Council to police and should be brought to the system level. There were also questions on whether or not Followers, Huggers and dashing should be fair. Confusion broke out with several motions out on the floor. The proposed rewrite was voted upon and then tossed out with nearly unanimous vote of Nay."
    • Lady Chair asked for a vote to keep this as a system law and hold clans and houses responsible and it was seconded. The vote had 8 Ayes but then Arch LLedge called Point of Order. Then discussion was made on whether it was just a system law or a council Law as well. It was then moved to table this subject till the next GCSC and move on to the next topic and it was seconded.
• Also Tabled was the entire New Business section of the agenda.
• Procedures on Tied GCSC votes
• Note: Law 18 was sent back to the forums when it 25 Jan 2015 21:18
• Currently we have two laws that have been voted and the results a tie ballot. There is no written procedures on how we handle a tied vote. This procedure needs to be debated and the procedure set. The last time we had a tied vote we sent it to the Forums to be re-voted.
  • The Tied votes are as follows:
    • Law 7 - Treason/High Treason - They will not attempt by acts to overthrow the leadership of one’s House/Clan which they owe their allegiance. Unless the leader has been absent for more than 60 days. One has the right to change their allegiance without the attempt to overthrow.
    • Law 4 - Interference in the Sovereignty of other houses or clans - Let it be written that Thy Domain is thine own concern. To all outsiders owe thee respect while within it. No outsider may challenge thy word while within thy domain.
• Law 10 - Potency Crimes - There shall be no intentional killing of another for the purpose of loss of one’s Potency. There also will be no theft of potency stones on display or on borrow.
• Diabolic Tasha made a brief announcement on the RFL Team and how they are almost at bronze level 10K raised. She thanked everyone and also asked that if anyone want to join the team to contact her.

• Arch Nestis announces the appointment of Lady Resa Ruby-Carthage as Ambassador and Lord Edgar Gravois as Proxy to Clan Societas Draconistrarum.
• Arch Nestis welcomes two new houses to the clan:
  • Ancestors of Shadow, run by Lord Antonio and Lady Alejandra.
  • Exile Imperium , headed by Lord McClain.
• Discussion begins concerning the proposed attendance rules rewrite.
  • Major concerns are as follows:
    • Definition of Gift of Lachiel, does it include Familiars?
    • Outcasts at meetings, is balcony OOC?
    • Number of representatives at the table
    • -Events and who decides if it is Progeny only or otherwise
• Lady Parth raises the issue that we are not achieving quorum with our voting on the website. Only 9 of a possible 24 voted on the two issues presented today. A quorum would be 12 votes. Issue is noted for addition to next agenda.
