Arch Conclave

'The Arch Conclave is a convening place. It is within here that the Arch Vampires and their Blood Regents may interact in privacy in regards to community matters.'
The Arch Conclave is the body responsible for approving recommendations for new 'CLANS' to be formed. Clans within a given bloodline are usually head in the first instance by an Arch Vampire, however they do not need to be lead by an Arch at all.
The Arch Conclave is also the first point of call for issues that arise in the community such as inactive Clan/House leaders. It is the conclaves duty to make recommendations to the Diabolic Council on these issues.

A Short Essay on the function of the Arch Conclave Tribunal System

Purpose of this system is 3 fold

Protect the community from players who’s goal is abuse of fellow community members, Actions intended to emotionally upset, devoid of any Roleplay based reason or merit.
Provide a Roleplay opportunity in the upper echelons of Vampire Society, to be played out as courtroom drama, with real impact on the lives of the participating community,
To provide more fairness and transparency towards allegations of abusive play, by shifting from Unilateral Diabolic Ruling to Elder/Peer Review of the case.

Types of Cases that can be brought before the Conclave Cases of Harassment, Cases of RL Slander, Cases of Unfounded SL Slander, Cases of Group Discrimination, etc. Cases of System Rules Violation Cases of Inter-Clan Law Violation

Process Flow

Part 1

Complaint is issued to the Marshals Office
Marshals Report Case Open to Diabolic in Charge
Marshals Check Records of Previous cases for those involving Plaintiff or Defendant
Marshals Investigate ( high level cases the diabolic may be involved in the investigation)
Marshals Investigation should have a set timeline reported to the Diabolic In Charge.
Diabolic in charge may request an alternation to investigation timeline. (should be noted in the case notes)
Marshals conclude initial investigation and write a report including Facts, Speculation & the Investigating Marshals opinion.
Report is given to the Diabolic in Charge who in turn presents the case to the Arch Conclave

Part 2

Conclave Reviews the Case and has 24 hours to decide if the case will be heard.
- Case may be thrown out immediately with an majority vote.
- 1/3rd majority rule required to hear the case.
Conclave informs Chief Diabolic of Case Dismissal or Case Prosecution, Chief Diabolic and Conclave set a time for the tribunal with enough space to allow both the Marshals and the Advocates to build a case.
Chief Diabolic confers with Advocate and Marshal Diabolics and both offices are set in motion with any final investigation.
Marshals May continue investigation at the behest of their lead Diabolic
Advocates will contact the accused and inquire if representation is desired. And if so may conduct separate investigations.

Part 3 Tribunal In-World

Tribunal is concluded,
Arch Conclave has 24 hours to arrive at a majority conclusion and issue punitive measures if required.
- IF the Conclave is deadlocked (tie) or the Conclave is unable to reach a majority decision in the allotted 24 hours, Chief Diabolic may make a unilateral ruling OR allow more time at his or her discretion

Part 4

Arch Conclave should write a written report (a few paragraphs) about the decision and why.
Scribes are given the case report, and the Arch Conclave Decision for posting in a private section of the forum for historical records. Under the name of the Accused Listing the name of the accuser so that records can be searched and repeat offender (and false accusers) can be identified.
