The Arch Court (Judiciary) and Office of the Devil's Advocate building is accessible by using the elevator on the Grave Designs sim, located near the Progeny Council Landing Zone. 

Once you have 'sat' into the elevator you can travel to the building by  choosing the 'Devil's Advocate' option.
