Reglas del Consejo.

Para maximizar la eficiencia de estas sesiones del consejo, por favor sigan los siguientes procedimientos para:


Asistencia a las Reuniones del Consejo:

❇ Debido a la capacidad limitada en la sala del consejo, solo se permitirá que un representante de cada Casa se siente en los bancos del consejo. Todos los demás miembros deberán observar desde el balcón. Esta regla se aplica incluso si la reunión cuenta con poca asistencia.

Ser Escuchado en las Reuniones del Consejo.:

❇ El Presidente tiene la autoridad absoluta para decidir quién puede o no hablar durante el desarrollo de la reunión.

❇ Si un miembro del Consejo desea hablar, debe agregar su nombre a la lista de oradores o levantar la mano si la lista no está funcionando. El Presidente llamará a los miembros del consejo en el orden en que sean vistos.

❇ Todos los miembros presentes deben haber estado presentes durante la llamada de lista para poder hablar o haberse presentado al escriba para ser añadidos al registro de asistencia, con el fin de poder hablar o participar en los procedimientos de la reunión.

❇ Todos los comentarios deben dirigirse siempre al Presidente. Los miembros del consejo no deben hacer preguntas ni comentarios entre sí. Si un miembro del consejo se dirige a alguien que no sea el Presidente, se le dará una advertencia. Varias transgresiones pueden resultar en la expulsión de la reunión.

❇ Los miembros que estén observando desde el balcón deben permanecer en silencio y no interferir con los procedimientos del consejo. No se tolerarán interrupciones desde el balcón, excepto a discreción del Presidente.

Comportamiento en las Reuniones del Consejo:

❇ Cualquier comportamiento que se considere grosero o irrespetuoso hacia el Presidente o los miembros del consejo resultará en una advertencia por parte del Presidente. Después de tres advertencias (o el número de advertencias que el Presidente considere necesarias), el Presidente solicitará a los Caballeros (si están presentes) y/o a los Diabólicos (si es necesario) que se retire a la persona o personas infractoras de la sala.

❇ Se permite el uso apropiado de conversaciones informales y pequeños gestos de asentimiento o desacuerdo, siempre y cuando no se vuelvan distractores. Sin embargo, las conversaciones disruptivas o inapropiadas podrían resultar en acciones punitivas.

● Ley 1 - Incitar a la guerra entre líneas de sangre

  Los clanes y casas pueden desarrollar sus propias políticas sobre la guerra y la paz, pero solo el Arch de una línea de sangre o el Regente de sangre pueden declarar una guerra entre Líneas De Sangre. Los soberanos de clanes o líderes de casas pueden desarrollar sus propias políticas sobre guerra y paz, pero no pueden invocar el nombre de la Línea De Sangre, ya que esto es exclusiva jurisdicción del Arch o Regente De Sangre.


● Ley 2 - Difamación de carácter

  Será ilegal la comunicación falsa intencionada, ya sea escrita o hablada, que dañe la reputación de una persona; disminuya el respeto, consideración o confianza en la que se tiene a esa persona; o induzca opiniones o sentimientos despectivos, hostiles o desagradables en contra de una persona. 
 

● Ley 3 - Interferencia en la soberanía de otras casas o clanes

  Que quede escrito que tu dominio es tu propia preocupación. A todos los forasteros se les debe respeto mientras estén dentro de él. Ningún forastero podrá desafiar tu palabra mientras esté dentro de tu dominio.
  

● Ley 4 - Fraude

  No se permitirá ningún engaño intencional para obtener beneficio personal o para dañar a otro.
 

● Ley 5 - Desorden público

  Que quede escrito que todos son libres de actuar como mejor les parezca. Sin embargo, no se tolerará intentar intencionalmente influir en el estilo creativo de una persona con excesivo dramatismo o declaraciones fuera de tono.

● Ley 6 - Traición / Alta Traición

  No intentarás derrocar mediante actos el liderazgo de la Casa / Clan de uno al que deben lealtad. A menos que el líder haya estado ausente por más de 60 días. Uno tiene derecho a cambiar su lealtad sin intentar derrocarlo.
  

● Ley 7 - Delincuentes reincidentes

  Que quede escrito que la reincidencia puede acarrear penas más severas.

● Ley 8 - Robo

 Nadie podrá engañar a otra persona para influir en el pago de Linden a cambio de la oportunidad de ser aceptado en Progeny, ya que es un sistema gratuito.
    

● Ley 9 - Abuso de poderes judiciales

 En este documento se escribe que ningún juez o abogado del sistema judicial estará por encima de la ley, ya que todos son creados iguales y serán juzgados de manera justa.
       

● Ley 10 - Crear y usar "alters"

 Será ilegal crear y utilizar alters con la intención de causar daño a una persona o propiedad.
  

● Ley 11. Amenazas de daño corporal

 No habrá amenazas de daño corporal dentro de una casa o clan por cambiar la lealtad dentro del Sistema.
   

● Ley 12. Abuso de poder

 El abuso de poder por parte de cualquier jugador, especialmente los líderes de casas y clanes, está estrictamente prohibido.
        

● Ley 13. Libertad de religión

 Nosotros, el Gran Consejo de Clanes Soberanos (GCSC), no aprobaremos ninguna ley que prohíba la libertad de religión o su libre práctica.
  

● Ley 14. Libertad de expresión

 Nosotros, el Gran Consejo de Clanes Soberanos (GCSC), no aprobaremos ninguna ley que prohíba la libertad de expresión, incluida, entre otras, la libertad de expresión escrita. Las leyes contenidas a continuación solo se referirán al daño del carácter o la reputación de una persona.
  

● Ley 15. Protection

 “Nosotros, el Gran Consejo de Clanes Soberanos (GCSC), tenemos la responsabilidad de brindar protección en el lugar de trabajo contra ataques abusivos, excepto aquellos perpetrados después de una declaración formal de guerra.(Una agresión abusiva a alguien en su lugar de trabajo se refiere a cualquier mordedura en una situación en la que la persona agredida tenga dependencia laboral mediante la respectiva identificación de la etiqueta de grupo del establecimiento correspondiente donde se encuentra desempeñando su trabajo.  Nosotros, los Vampiros de Progeny, tenemos derecho al debido proceso. En todos los procesos iniciados tenemos el derecho a un juicio rápido y público u otra forma de mediación de acuerdo con los estándares de Grave Designs, con jueces imparciales y el derecho de Abogado de elección. 
  

● Ley 17. Castigo justo

 Nosotros, los Vampiros de Progeny, tenemos derecho a un castigo justo dentro de la ley de Progeny y, además, a que el castigo se ajuste al crimen cometido.
 

● Ley 18. Freedom of Choice

 Nosotros, los Vampiros de Progeny, tenemos el derecho de convertirnos en parias si así lo deseamos al abandonar nuestro hogar actual. También tenemos el derecho de ser informados sobre las consecuencias oficiales de nuestra partida, según lo designado por Grave Designs. Asimismo, tenemos el derecho de elegir un nuevo lugar si así lo deseamos.  



● Una ley para restaurar el liderazgo de los clanes abandonados por Arch ZoeBlue Braveheart.

  1. 1. A los líderes que necesiten alejarse de su clan se les debe exigir que presenten una carta de intención que establezca claramente por qué deben alejarse y por cuánto tiempo prevén estar fuera. Se debe establecer una cantidad de tiempo razonable para determinar cuánto tiempo puede faltar un líder. Se sugiere un período de 3 meses por la ausencia de un líder de clan o casa. Si, al final de ese período, el líder continúa necesitando estar ausente Y puede comunicarlo con evidencia sólida que respalde su necesidad, el período puede extenderse.
  2. Los líderes que desaparezcan sin comunicar su ausencia deberían tener un período de tiempo definido más corto antes de ser considerados ausentes oficialmente, ya que irse sin previo aviso demostraría una falta de responsabilidad. Tal vez un período de 2 meses sería adecuado..
  3. Una vez que haya pasado el período de tiempo definido, el líder en funciones debería poder presentar una petición ante el Tribunal Judicial para obtener permiso para tomar el control del grupo. Todos los procedimientos adecuados y las pruebas correspondientes serían presentados ante el tribunal para su revisión..
  4. Un líder en funciones de un clan (o, potencialmente, un alterno designado por el clan en su conjunto) que desee tomar el control en ausencia de su líder original no debería ser visto como alguien que intenta apoderarse del grupo con hostilidad, sino como alguien que actúa con preocupación y liderazgo por su gente. Si se cumplen los criterios definidos, la carta del clan debería ser otorgada al líder peticionario.

Council Rules

To maximize the efficiency of these council proceedings, please observe the following procedures for:


Attendance at Council Meetings:

❇ Due to limited seating in the council chambers, only one representative from each House will be allowed to sit at the council benches. All other members will observe from the balcony. This rule applies even if it is a low-attendance meeting.

Being Heard at Council Meetings:

❇ The Chair is the absolute authority on who may or may not speak in the course of conducting the meeting.

❇ If a Council member wishes to speak, they should add their name to the speaker's list or raise their hand if the list is not functioning. The Chair will call on council members in the order in which they are seen.

❇ All members sitting should have been present for roll call to speak or have presented themselves to the scribe to be added to the attendance roll in order to speak or to participate in the meeting procedures.

❇ All comments must always be directed to the Chair. The council members must not address questions or comments towards one another. If a member of the council addresses someone other than the Chair, they will be warned. Multiple transgressions may result in ejection from the meeting.

❇ Members who are observing from the balcony should remain quiet and not interfere with the council proceedings. Disruptions from the balcony will not be tolerated except at the discretion of the Chair.

Behavior at Council Meetings:

❇ Any behavior which is deemed to be impolite or disrespectful to the Chair or members of the council will result in the Chair issuing a warning. After three warnings (or any number of warnings at the chair's discretion) the Chair will request from the Knights (if present ) and or Diabolic(s) present if needed that the offending individual or individuals be removed from the chamber.

❇ Appropriate small talk and small gestures of assent or dissent are allowed as long as they do not becoming distracting. However disruptive or inappropriate talk could result in punitive actions.

   We the Grand Council of Sovereign Clans (GCSC) will make no law prohibiting the freedom of religion or the free practicing whereof.

Resolution 2 - Freedom of Speech

   We the Grand Council of Sovereign Clans (GCSC) will make no law prohibiting the freedom of Speech, includes and not limited to freedom of written word. Which laws contained hereafter will only pertain to the harm of one’s Character or reputation.

Resolution 3 - Protection

“We, the Great Council of Sovereign Clans (GCSC), have a responsibility to provide protection at workplace against abusive attacks, except for those perpetrated after a formal declaration of war.
An abusive attack on someone at their workplace refers to any bite in a situation where the attacked person has a dependency on employment through the respective identification of the group tag of the corresponding establishment where they are performing work.
If the attacked vampire is not honest in their claim to have been working at the time of the attack, it will also be considered a violation of this resolution.”

Resolution 4 - Due Process

   We the Vampires of Progeny have the right of due process. In all prosecutions brought forth we have the right of a speedy and public trial or other form of mediation in accordance with the Grave Designs standards, with impartial Judges and the right of 
Counsel of choice.

● Law 2 - Inciting cross bloodlines war

   Rewritten and amended to read:  
   
   Clans and houses may develop their own policies as to war and peace, but only the arch of a bloodline or blood regent may declare a bloodlines war. Clan sovereigns or house leaders may develop their own policies on war and peace, but they may not invoke the 
   name of the bloodline, as this is the sole province of the arch or blood regent.

Attendance rules For Progeny events

   Attendance Rules are as follows:
   * Only those with the gift given by Lachiel, who are not in a coma, slain or in hibernation, may attend the meetings,   whether they be the Council of Houses (CoH) or the Grand Council of Sovereign Clans (GCSC) meetings.
    * Only those who are leaders and/or officers within their respective house or clan may be seated at the council table  during meetings.  Other officers may not sit at the table if the head of house or clan is present and seated, and must go to the balcony. 
      If the leader is unavailable or wishes their officer to take their seat, then the appropriate officer may take the seat while all others remain in the balcony. 
    * If a house/clan leader wishes the use of a familiar as their scribe, the familiar shall remain in the balcony and the leader must obtain permission from the councils to allow the familiar.
    * All Official Progeny events do allow others amongst us so as to provide more fun and enjoyment.

Ballots that do not reach quorum that they are resubmitted for a second period. IF after that two period they do not reach a quorum (51% of current clan count at time of ballot call) the law is returned to the GCSC for review.

● An Act to Restore Leadership to Abandoned Clans by Arch ZoeBlue Braveheart.
   1. Leaders who need to step away from their clan should be required to submit a letter of intent that clearly states why they need to be away and how long they anticipate being gone. A reasonable amount of time for how long a leader can be missing should be developed. A suggestion that a 3-month period for the absence of a clan or house leader. If, at the end of that period the leader continues to need to be away AND can communicate this with solid evidence to support his or her need, the period may be extended.

2. Leaders who go missing without communicating their absence should have a shorter defined period of time that they can be gone a shorter period because it would be a demonstration of a lack of responsibility to go without warning. Perhaps a period of 2 months.

3. Once the defined time period has passed, the current ruling leader should be allowed to petition the Judicial Court for permission to take over the group. All appropriate procedures and evidence would be submitted to the court for review.

4. A currently reigning leader of a clan (or potentially an alternate defined by the clan as a whole) who wishes to take over in the absence of its original leader should not be viewed as trying to take over the group with hostility, but instead, with concern and leadership for their people. If defined criteria have been met, the charter for the clan should go to the petitioning leader.

   Guilty party willfully and knowingly violates PV rule by slaying a player in a no-bite zone on the PV sim. The Source established a precedent for the punishment. Violators shall be permanently banned from the Progeny SIM, and Source Slain for 40 Days.

   Abusive attacks are defined as:
   1.  Any attack in someones private Residence or Private club (not open to the public) or at a players place of 
       employment (but only while they are working not just hanging out ). 
   2. Where a Progeny role player has an expectation of privacy. 
   3. Attacks consist of any form of attack to harass or bite another Progeny player.
   Non abusive attacks would be any Progeny based attack to include but not limited to bites, claws or weapons used by the 
   Grave Designs team to add to the overall Progeny role play experience. These attacks could be carried out on any sim open 
   to the public excluding the Progeny sim and with the exception of any private sim where you don't have permission to carry 
   out such attacks in writing from the sim owner or parcel owner. 
   We role play creatures that by nature are violent. While out and about Second Life you run the risk of being attacked.

Resolution 7 - Renegade Clans


It is the sovereign right of any clan to declare themselves as renegades. However, if a clan chooses to be outside the GCSC law that clan is sanctioned with the following:

- No Scribe service (notices) - No Access to an Arch - No voice in the council (votes) - No Access to Diabolics with the exception of a Technical issue

While the seat on the GCSC is every clan's sovereign right. Their voices will not be heard. Without a voice they will not be allowed to chair any council functions. Either in the GCSC or and sub-committee appointed by the GCSC. To regain their voice in the council and remove all sanctions, they must petition the council for a vote to be allowed to re-enter and declare their loyalty to the Grand Council of Sovereign Clans

Sexual Harassment will be enforced only if the party being harassed role plays that the advance was unwelcome and only if the harassment is continued.

● Law 17. Use of Magic Tools (HUDS) Now Diabolic law

  The use of outside Magic Tools is considered unlawful as such tools may offer an unfair advantage.
